[vlc-devel] [PATCH] windows: Convert vlc directory path to UTF8

Hi,

I see no obvious reason this code (from 2004) would convert to ANSI
instead of UTF8

http://msdn.microsoft.com/en-us/library/aa450989.aspx says it's good but
perhaps I missed something

Try renaming VLC folder to "éVLC", plugins won't load
