An alternative would be to setup a stunnel (and so do telnet over ssl).

Btw, I think it would be a bad idea to make a vlc ssh interface for
security reaons, since doing a really secure (ssh) server requires to be
very carefull when writing the code and a good audit. Given our current
staff and priorities, it is not likely wie would have the times and
ressources to achieve this (unless you know a libssh somewhere ;)
