Is it feasible to run Video Lan Client on a small, low powered, single-board computer? <br>

Can this be done with low power chips as the core (for running linux
and launching vlc) and a special hardware encoder/decoder chips for
processing the video information?<br>

I am researching low-cost ways to transfer various video sources from point A to point B using matrix switchers and IP Video.<br>
<br>
The idea would be to have one box as an encoder, and another box as a decoder.<br>
<br>
