guys bare with me i'm trying to achieve sub second encoding
decoding, using --tune zerolatency and --preset ultrafast, the
systems are both quad core 3GHz cpus with 16 GIG ram, however
I'm still seing latency, I'm guessing there is something further
I need to do.<br>

You're screen casting right (I don't know much about VLC)? If so,
you should try constant bitrate, that improves performance.<br>
<br>
Also what do you mean by 'latency'? In most cases, I see low FPS
where the processing power is low. Do you see an audio/video out of
sync issue?<br>
