[x264-devel] [PATCH] misc B frames related changes

Misc small changes related to B frames:

*On single frame flashing, encode pic as B instead of scheduling a scene 
cut (patch already sent to this list)

*Decimate intra chroma blocs within B frames if Qp>30

*When evaluating subsequent B frames, test if inserting a P frame at 
position N+1 would increase cost over a P frame at position N
