Hi,<div>      In a streaming application, suppose the bandwidth available is 5 Mbps and I encode  at vbv max rate which is 1/5 or 1/10 of bandwidth available, Will it affect the quality at the client side? And what things one should consider to  fix the value for vbv-max rate?</div>
