[Android] Hebrew langcode: he - iw

Hello androids!

Since the langcode was changed upon my request, I want to add some more 
information:

It seems "iw" is used although "he" is listed here at sil [1].

I checked some (all??) res folders here:
https://android.googlesource.com/platform/packages/apps/Settings

Is there a better place to check?
