This requires:
- work on VLC build system
- interpreting courmisch speak
- dealing with its insults
- reading X times how much broken android is and how crap it is and how
nobody cares about it

For little if any benefits, so I wouldn't bother
Other libvlc applications can use that file for 2.2 compatibility if
they wish.
