If you run it on a NEON device, you should see
VLC  libavcodec NEON in the logs.
If you run it on a non-NEON device, you should see
VLC  NO NEON in the logs.

If you could check that it is not slower than the actual version of the
NEON nightly build, it would be even better. This needs some bench, and
I think it should be statically insignificant.
