[Android] Network caching setter does nothing?

I tried the command below. It answered "Current branch master is up to
date.".

When i said I did it again, I actually meant to say that I did again
everything from scratch, so I deleted the android folder containing all the
VLC for android code and started from scratch.

Some other advice?
