[Android] [PATCH 2/2] Hide Tips for non touch devices

Hi Geoffrey,

I found an online reference to suggest android.hardware.touchscreen remains
constant.

Instead of retrieving android.hardware.touchscreen value during every call
to showTipViewIfNeeded, what would be the advantage of checking
android.hardware.touchscreen once when VLC starts and altering settingKey
value through mSettings accordingly ?

Whatever logic you use, could this type of change also apply to focus
navigation if code considers mFocusedPrior or mActionBarIconId ?
