[Android] Custom file picker for subs selection

I hesitated between launch only ours, or keeping the former code and launch
subs picker if we don't find candidate apps.

But in case of Google file provider (for example, others can have similar
issues), we don't have access to any local storage except Downloads
directory.
For safety I chose to launch only the new subs picker, so we can browse the
whole local storage (and network in the future).

Thus, I can get sure navigation is OK with pad.
