[Android] when compile the latest vlc project, missing libav or ffmpeg, but libav ffmpeg already installed

when compile the latest vlc project on Ubuntu 16.04 LTS, cd vlc, run ./configure --disable-lua, show:
missing libav or ffmpeg


But I already install ffmpeg on Ubuntu 16.04 LTS.
