[dvblast-devel] [PATCH] Send EIT only when we have valid PAT

Hi,

  attached patch implements the same restriction for EIT as the previous one
did for TDT. Inactive programs are not supposed to feed anything to the output.

  Tested at Astra 19.2E, 12246 V, where SIDs 10002 and 10007 are only active
between 08:00-18:00 and 10:00-17:00 respectively.
