I also notice from your previous debug log that you are using an NDS
CAM, which would strongly imply that the stream originates on an NDS
MediaHighway platform.  This platform seems to be notorious for not
strictly following DVB specification, and for doing unusual things in
'official' receivers.

It may well be worth you pointing a tool like TSReader or DVBviewer's
TransEdit MCC (in analyse mode) at the resultant unencrypted stream so
you can look for anything unusual such as that which Christophe
suggested in the quoted text above.
