[dvblast-devel] Modifcations for seperate EIT delivery

This code adds the -k command, which allow the sending of the EIT from the programs you send to a separate address.

Problem is the multicast address does not seem to be opened so the data does not get out.

Please can somebody have a look and maybe fix it.
