[dvblast-devel] [PATCH] add BUGS file

Hi.

As some (and most important) problems were not
properly resolved, I propose to start documenting
them. This will help people to quickly find the workarounds,
or, if time permits, do further investigations towards
the right solution. I spent the considerable amount of
time finding the workarounds, so it would be nice to
save others from doing the same, and here's the doc.
