libdvcss 1.4.0

This release features major changes to libdvdcss:
 - Drop support for HP-UX, Windows 9x and Windows NT 4.0
 - Replace BeOS support with Haiku
 - Add dvdcss_open_stream() API to open virtual devices with callbacks
   to replace seek() and read() calls
 - Support key cahing on Android
 - Major code cleanups
