[libdvdcss-devel] Tweak the rpm spec file

Tweak the rpm spec file

Have make clean remove libdvdcss.spec that autoconf creates from
libdvdcss.spec.in

Include %{?dist} tag into the RPM release tag, this a convention with
most RPM-based distributions.

The rpm packages were missing a few files.
