[libdvdcss-devel] Unable to play DVDs from disc since 1b4e3f9

Since commit 1b4e3f9e1c4e7b53cce59b802f95f6400ba641dd I can no longer 
get any DVD to play from disc in Windows & MPlayer. At the very least it 
isn't preventing rips (from hard disk) from working.

I am using MSYS2 and MinGW-w64 GCC 4.9.2 (mingw-builds), both 32-bit & 
64-bit are broken. I am attempting to play movies on Windows 7 (tried 
two different systems).

I have the css cache off, but the only difference it made was the video 
may play but still scrambled which isn't helpful to watch the movie.
