[libdvdcss-devel] libdvdcss APT repo will not work in Debian Buster and beyond

APT version 1.8.0~rc1 (released Feb 4 2019) introduced stricter checks
on the content of Release.gpg files. As a side effect, it now only
accepts ASCII-armored signatures.
https://download.videolan.org/pub/debian/stable/Release.gpg is a binary
signature, and as such recent APT releases will print an error like:
> W: GPG error: http://download.videolan.org/pub/debian/stable Release: Detached signature file '/var/lib/apt/lists/partial/download.videolan.org_pub_debian_stable_Release.gpg' is in unsupported binary format
> E: The repository 'http://download.videolan.org/pub/debian/stable Release' is not signed.

Ubuntu 19.04 "Disco Dingo" is due to release in April, and Debian is in
freeze preparing to release 10.0 "Buster", which should happen in 2-4
months. Both will have APT >=1.8.0.
Please regenerate Release.gpg with --armor, ideally sometime before
those releases happen.
