Linux doesn't need it, it's just a library that allows java to read the 
registry value of the VLC installation directory.
Under linux (which I don't use unfortunately) I tell java to look for 
skin files in ~/.vlc/skins2
And under linux VLC can be run just by executing "vlc" without any file 
path afaik.
