[skin-designer] VLC Skin Editor 0.8

The VideoLAN team is pleased to announce the release of VLC Skin Editor 0.8.

It fixes several bugs and brings better performance. Furthermore the
program is now available in several languages.

All users are recommended to upgrade to this release. You can download
