Cisco IPTV doesnt stream a standard transport stream, had a look at it a long time ago and cant remember what the problem was exactly. Can probably dig out a couple of emails if you really want to know what the problem is

Is it possible with a  windows version of vlc to view a stream from a Cisco

I tried and failed using the windows client.  I simply set up the
File/Network Stream settings to look like this:
udp://@224.2.182.211:58826

Do I need to configure a config file for windows or is detection of these
parameters automatic?  Is there a document that describes these parameters
for windows?

The parameters taken from the SDP window of IPTV client for the stream of
interest are:

v=0
o=- 61867 7 IN IP4 128.42.33.3
s=Research Channel - 5Mb
i=Mpeg2 High Bandwidth - 5 Megabit stream. Caution: Meaningful video. The
stream is created with Cisco's IP/TV, but requires an Mpeg2 directdraw
compatible decoder, in addition to the IP/TV client, in order to decode the
stream.
