You cannot do that in one command in the telnet prompt.
You need two commands:
  - first create the channel:
    "channel <name> <type> <dest_host> <dest_port> <streamtype> [--add]"
    eg:   channel home12 network 192.168.1.12 1234 unicast --add
  - then launch your stream
    "start <program> <channel> <input>"
    eg: start movie1 home12 local1


This way, the home12 channel has not to be in your vls.cfg file. It is 
created in run-time.
