There most certainly is have a look at http://www.aminocom.com

They support RTSP/MULICAST MPEG2 transport streams and support PAL-B/G/H/I(Europe), PAL-M(Brazil), PAL-CN(Argentina), NTSC-J(Japan) and NTSC-M(US).

One of the best (imho), best looking and smallest boxes currently available, and considerably cheaper than most other devices on the market atm.

Quite a few people on the lists here use them for various projects and deployments so should be able to give you feedback,
