VLC does read and stream mp4 files.

You can use VLC for that. Use the stream output and select MPEG TS as the
container.

PS: however VLC might not be able able to stream the audio if the mp4 has an
AAC soundtrack with ADTS headers. VLC needs to be slightly modified to
handle ADTS headers.
