Then why VLC is not decoding the subpictures/subtitles in the Client side? VLC has subpicture decoder and it should decode all these subpictures/subtitles .Right?

This is the default behavior of vls when streaming DVDs.
You should not have anything more to configure in vls to stream subpictures.
