Nope definatly running 100mb nic thats in full duplex 100mb

Are you sure you do not have a 10 Mb/s networkcard?? Which would explain 
the maximum of about 2-3 streams of ~ 4 Mb/s. It is likely, please check 
with e.g; tcpdump.
