Oh, thanks - I'll try to get a copy of amendment 7.

It's probably just that I wasn't aware of the newer revision of MPEG-2
Systems. I expected the {TableID, Section Syntax, Zero} attributes to be
{0,1,0} or {1,1,0}, and got {0,1,1}. I probably parsed it in a completely
meaningless way for an amendment 7 stream; it works for all the streams
containing MPEG-2 I've found.

No, they are not reserved by ISO as far as I know, but the DVB standards
use them (16-31) according to the ETSI EN 300 468 V1.5.1 document.
