It is not the only way. You can stream mp3 using many method, but you
have to choose a system format:
- you can use MPEG2 TS
- you can use RTP
- you can use other system formats sush as those used by WindowsMedia or
   RealMedia

If you want to use VideoLAN, the only way to do it is to use MPEG2-TS

MPEG2-TS can multiplex as many video/audio/other streams as you want.
In particular, you can have only 1 audio stream in a MPEG2-TS stream.

At present time, you can't do it using VLS since VLS can only read MPEG 
PS and TS streams. Your mp3 files are not PS or TS. VLC san stream them 
since VLC knows how to read mp3 files.
