Pace DSL-4000 boxes expect either raw MPEG program streams without RTP
encapsulation or MPEG transport streams over UDP. The player is part of
the RiscOS system, distributed with the box. Their implementation of RTSP
seems to be completely nonstandard; as far as I know, it predates RFC2326
and is compatible with OVS and its derivatives only. I have developed
interfaces with these boxes (http://vodka.lfcia.org) and they're certainly
funny to deal with.
Streaming (or any other realtime task, for that matter) from windows looks
like a terrible idea.
