I did some research in Microsoft's Knowledge Base support web site and came across the following article that may explain the missing MSVCR70.dll error I am seeing.
The article states:  "When you build an application in Visual Studio .NET that uses the C run-time libraries (CRT), distribute Msvcr70.dll with your application and install the DLL in your Program Files directory. Do this instead of installing the DLL in the system directories. Do not assume that the DLL already exists in the system directories. "

Assuming VLS 0.5.1 and VLS 0.5.2 were built under Visual Studio .NET and that they use the the C run-time libraries, it appears that MSVCR70.dll should be included in the Windows distribution of VLS.

Will the VideoLAN team do this?

PS:  By the way, as per Vlad Niman's suggestion, I installed the Microsoft .NET Framework Version 1.1 (all 23.1 MBytes!) on my Windows 2000 Professional machine, but I get the same DLL error message - Could not find MSVCR70.dll.  I searched my entire machine for the DLL, but could not find it.  It appears that MSVCR70.dll is not part of the Microsoft .NET Framework.
