I have this set up correctly on an isolated network, so maybe I can help.
You don't give any information about your network. Is there a router between
A and B? Do you control it? Are you using vlc on both ends (to send and
play)?  If there is a router in between, what side of it is your network
analyzer on?

some quick things to check are:
Are you using the --ttl option on the mpeg server?  something like:
vlc -vv mympeg.mpg --sout udp://237.2.12.2:1234 --ttl 12
Is the client linux or unix?  Sometimes I have needed to set the client NIC
to promiscous mode for the mulitcast traffic to be recieved.  man ifconfig
if on linux for help with that.

If this doesn't help, send more details on you setup!
