That's not currently possible. VlC stream output allows to transcode à stream, but the required bandwidth can't dynamically tuned. If bandwidth becomes insufficient, packet will be dumped, and you'll have discontinuity in the recieved stream.

It's possible to make some capturing under windows, using the stream output function of the vlc
