My idea is that your file is a bad MPEG-1 that VLS can't stream. Try
with this MPEG-2 file :

http://www.videolan.org/pub/videolan/streams/dolby_trailers/Dolby_Canyon.vob

You can also try to stream it with VLC's stream output, as explained in
the VideoLAN Quickstart... it may work better.
