[streaming] Latency

I'm using VLC 0.6.2 to stream video from at V4L2 device. It works very
well. My problem is that there is a 2-3 second delay in the image shown
compared to the real world. The video stream will be used to remote
control a vehicle so this can be a problem.

My question is, are there any actions I can take to minimize this time
difference. If so, which?

This is the line I'm using to stream:
vlc v4l:/dev/video0:norm=pal:size=400x300 --sout
'#transcode{vcodec=mp4v,vb=1000}:std{access=udp,mux=ts,url=operator}'

Thankfull for any suggestions.
