[streaming] Constant Bitrate

Hi all,

I am streaming with vls from my wintv-pvr-250 ans I have a question:

* Is there any option in vls to send streams with a constant bitrate? I
can do it with ivtv drivers, but , for example, if I select 4mb bitrate,
stream fluctuates from 4mb to 5mb. Maybe bitrate only depends of ivtv
drivers. I don´t know.
