[streaming] windows vlc 0.6.2 multicast streaming question

I am trying to multicast stream a mpg file using the command line and am unsuccessful :
C:\Program Files\VideoLAN\VLC>vlc -vvv toycom13.mpg --sout '#standard{access=udp
,url=239.255.12.42,sap="Test Stream"}' --ttl 12
I receive the following message output:
main: playlist item `toycom13.mpg'
packetizer_mpegaudio: Running mpegaudio packetizer
packetizer_mpegvideo: Running mpegvideo packetizer
access_output_udp error: failed to open a connection (udp)
stream_out_standard error: no suitable sout access module for `udp/(null)://'#standard{access=udp,url=239.255.12.42,sap=Test Stream}''
main error: stream chained failed for `std{mux="",access="",url="'#standard{access=udp,url=239.255.12.42,sap=Test Stream}'"}'
main error: cannot start stream output instance, aborting
access_file: closing `/://toycom13.mpg'
main error: cannot delete object with children
running on Windows 2000 Pro with all services packs installed.....
Any help?
