[streaming] streaming audio and video in a low format

Good day people.
I have been exploring the capabilities of both VLC &
VLS yet what i need to find is how to change the frame
rate and how to make audio work with both vls and vlc
when trying to stream out of a tv tuner card. with low
video audio format. Does anyone have the codecs for
audio and video to test with and find which is
suitable,(mpeg4,mpeg1,mpeg2,wav,pcm.......)
knowing that i can hear the audio localy yet i cann't
stream it for some sort of reason .
the audio dev is pointing to /dev/dsp by default and i
know not if it is truely where it should point to i
mean on /dev/dsp as far as i know is used to point to
the device for playback not the device to record from
like a line in or rec. plug device .
