If your video file is a 'raw' MPEG-4 video file (i.e., not AVI or MP4 
format), then you could use a couple of the "LIVE.COM Streaming Media" test 
programs - "testMPEG4VideoStreamer" (multicast) or "testOnDemandRTSPServer" 
(unicast) - to stream them.  (You can then use a standards-compliant media 
player, such as VLC, to play the stream.)
