up untill 0.7.2 this was a requirment yes. With reason btw. if you start 
  spanning those TS packets over multiple UDP packets, then losing one 
UDP packet means you can also loose information in another udp packet, 
because you don't have a complete TS packet..

In 0.7.3 (in development) this is no longer a requirement, though it is 
still advised not to create these kind of streams with a server.
