Well, everything depends of the kind of access method you want to
implement, but that should be possible (keep in mind that 500 would
require quite a lot of bandwidth). The current developpment version
should be better able to produce low bandwidth streams than older ones,
as it allows to reduce the framerate while transcoding.
However, I don't think VLC has ever been tested with so many client, and
some scalability issues may appear...
I don't think think there is an option to limit the amount of clients.
Not sure it would be that hard to implement though...
