Yes, Cisco has - for several years - had a product called "IP/TV" that does
A/V streaming:
<http://www.cisco.com/warp/public/cc/pd/mxsv/iptv3400/index.shtml>. It
uses the open standard RTP protocol, and so its streams should be viewable
by standard media player clients, like VLC.
However, Microsoft recently coopted this acronym with their own
'initiative' called "IPTV" (i.e., without a "/"):
<http://www.microsoft.com/tv/content/Solutions/IPTV/mstv_IPTV_Overview.mspx>.
This will almost certainly be a lot less standards compliant...
