Since vlc-0.7.0,  this is possible  under windows too, using  the direct
show input of vlc (this has only been tested with a few cards though). A
card with  an hardware encoding  chip is advised  fot this kind  of used
(but software  encoding is also possible,  if the server has  enough cpu
power)
