Short answer = Yes. In comms terms, it is called "repromulgation".
Launch VLC, with the WxWindows interface. Select File -- Open Network
Stream, then click the "Stream output" checkbox in the lower left corner of
the "Open" window. The "Settings" button then becomes useable -- click it,
then set up how you want to repromulgate the data. You can re-broadcast it,
as a UDP Multicast. You can also choose to Transcode it, if you wish to
change to a different Video or Audio CODEC, or change the bit rate of the
rebroadcast stream.

Good morning,
I write to you to know how it is possible to solve a problem with your
streaming solution.
I have to connect an MPEG-4 video server with a lot of different remote
users but I have a band problem because there are too much different
sessions to manage. I'm thinking to use something like multicast service but
our video server send out only an unicast data streaming. Is it possible to
send this unicast video streaming to a new host server and then to create a
multicast video streaming ?
Do you have any other suggestions to solve this kind of problem ?
