[streaming] what is videolan question

Hello,

I'm new to Videolan.

I have a situation (imaginary) like this:

1)
VLS - PC (Linux):

* TV Card + camera
* microphone

2)
PC (Windows)

Both connected to the internet (0,5 Mbit symmetric links).

Is it possible to send a stream (voice + video) from that configuration, 
so that:

- no additional software is installed on a Windows machine (I mean, 
stream is received using Internet Explorer + Media Player, as a link on 
some web page),
- the stream (audio + video together) is saved to a harddisk on a server 
in mpeg, avi, or whatever format, making it possible to play later on 
Windows (with no additional software installed),

and:

- we would have possibly good audio/video quality,
- both links have dynamic IPs; when IP changes the transmission would be 
broken; I would like to have a possibility to rewind back a few minutes 
in such cases (as the stream is saved to a harddisk).
