A lot of things had been added to VLC (using CVS) :

vlc -I telnet or vlc -I http
Using the new vlm core, you are able to stream multiples files at once.
You can even schedule them (start/stop/play/seek/enable/disable...). There is
also config files load/save commands.
I know that the docs are a little 'missing' but have a look at doc/vlm.txt
The http interface supports very well vlm but the html doesn't yet
provides all functionnalities.

I can't really answer for that but I think that vlc is now able to
stream dvb without too much problems.
