Just serve your files using httpd and tell you visitors they have to use 
Videolan.
Make a .PLS file -wich will contains the URL of the file- that visitors 
should associate to Videolan.
Or if your visitors are using mozilla, simply write an html page that 
embeds the vlc plugin.
