I actually looked at this and discovered my requirements were tighter than I'd thought. I'm looking to create a VOD server streaming to VLC and an amino set-top box. Amino only supports MPEG-2 Transport Streams using RTSP over UDP. Unfortunately vobStream sends an MPEG-2 Program Stream using RTSP over RTP.
Btw, doesn't look like JMF supports MPEG-2 yet (http://java.sun.com/products/java-media/jmf/2.1.1/formats.html). It's really a shame...

What about this one then? :-)
http://www.live.com/liveMedia/#testProgs
testMPEG1or2VideoStreamer repeatedly reads from a MPEG-1 or 2 video file (named "test.mpg"), and streams it, using RTP, to the multicast group 239.255.42.42, port 8888 (with RTCP using port 8889). This program also has an (optional) built-in RTSP server.

JMF seems to have decent support for clients but not actual servers. sigh... thank you for the suggestion.

Maybe you could have a look at Java Media Framework ..

Could anyone recommend a free streaming server that will stream MPEG 2 files over RTSP, preferably written in Java. I'm looking to put together a VOD server but finding support for MPEG 2 formats is lacking.
Thanks,
